BOARD HEARING REQUIREMENTS

If a taxpayer disagrees with the assessment that has been placed on his or her real estate, motor vehicle, or personal property, s/he should first check with the Assessor's Office to ensure there are no inaccuracies in the records for this property. Once this has been verified, if there is still a dispute, the taxpayer has the right to meet with the Board of Assessment Appeals to discuss the matter.  The Taxpayer has the legal right to appeal annually, however; please know, IF the BoAA makes a change in the assessed value, the new value MUST remain until the next revaluation.  You may NOT appeal again for that revaluation year.

The Board of Assessment Appeals (aka BoAA) meets first in the Spring, after the Grand List has been signed, to hear disputes on that Grand List's Real Estate and Personal Property assessments, as well as the Motor Vehicle Supplemental list only. Please note, if the Grand List is signed the end of January, the applications are available February 1st through February 20th. If the Grand List is signed the end of February, the application period is March 1st through March 20th. In regard to Real Estate and Personal Property appeals, pursuant to Connecticut General Statute, you must apply in writing in order to obtain an appointment with the Board of Assessment Appeals, and the application must be filed in the Assessor's Office within  the allotted 20 days period listed above unless the 20th falls on a weekend or holiday. If the 20th falls on a Saturday or Sunday, the completed application is due the Friday BEFORE aforementioned Saturday or Sunday. A postmark only is not acceptable. Applications are available upon request in the Assessor's office and a printable version on-line.

If you wish to be represented by someone other than yourself, you must provide in writing  a letter to the BoAA including the name and address of the representative.

Please note, you will be mailed a confirmation with the time and date of your hearing. Should you only be available on certain dates we suggest you list those dates and times on your application when you submit it and the Board will try their best to accommodate you.

The Board also meets in the month of September for disputes with that Grand List's regular Motor Vehicle assessments only. Applications are not required for the September hearing. Should you wish to appeal your motor vehicle assessment, you will be seen on a walk-in basis. You may call the Assessor's office for the date and time of the hearings; however, the dates and times are listed below.

The burden of proof is on the taxpayer, to prove that the assessment is erroneous. Should you wish to provide an appraisal, it must be trended back, (screen shot in time) to the last revaluation date. 

Within seven (7) days of the BoAA decision, the Board will send you written notice of their decision. Should you fail to prevail with the Board, you may file with Superior Court within sixty (60) days of the mailing date of the decision from the Board. Please remember, you must have completed and filed an application for appeal no later than 4:00 PM on Wednesday March 20th, 2024 for 2023 Real Estate, 2023 Personal Property, 2023 Motor Vehicles and 2022 Motor Vehicle Supplemental.

The following 2023 Real Estate, 2023 Personal Property, 2023 Motor Vehicle, and 2022 Motor Vehicle Supplemental Appeal dates are as follows:

April 8th, 9th, 10th, and 11th, 2024.

Regular 2023 Motor Vehicle appeals can also be heard on September 11th, 2024.

*All hearings are by appointment only (except 2023 Motor Vehicles on September 11th, 2024). All residents of Torrington wishing to appeal their property and motor vehicle assessments must file an application form.  The form is available on the website: www.torringtonct.org on the BoAA or Assessor’s webpages or in the Assessor’s Office at the City Hall.  Once the completed application is received a letter will be sent to the appellant’s address with the scheduled date and time of hearing.  DUE TO SCHEDULING PROBLEMS, APPOINTMENTS CANNOT BE CHANGED.
