Torrington residents are encouraged to submit comments in writing to the City Clerk’s Office before 4:00 p.m. on Monday, June 15, 2020.   Written comments that are sent electronically to city_clerk@torringtonct.org or by mail to the City Clerk’s Office, 140 Main Street, Torrington, CT will be forwarded to the City Council for their review and read aloud at the start of the meeting.


AGENDA:

  1. Presentation of written comments from the public.
  2. Vote to approve the minutes of the regular meeting held June 1, 2020.
  3. Vote to schedule a Public Hearing for July 6, 2020 at 6:30 PM to review and discuss proposals for participation in the 2020 Neighborhood Assistance Act.
  4. Roll Call Vote to adopt Resolution #143-205 formally accepting the Planning and Zoning Commission’s favorable review and referral of the THS Building Project to the Board of Councilmen.
  5. Roll Call Vote to accept the recommendation of the Board of Finance and adopt Resolution #143-204 authorizing an appropriation of $159,575,000 for the construction of a new high school, a new middle school, a new central administrative office, and the demolition of the existing Torrington High School, and the financing of said appropriation by the issuance of general obligation bonds of the City and notes in anticipation of such bonds in an amount not to exceed $159,575,000 therefor, as well as establishing a date for a referendum, and other matters including the preparation and printing of Explanatory Text.
  6. Presentation, discussion and possible vote regarding Verogy’s proposed Torrington Solar One project at East Pearl Road.
  7. Small Cities
    1. Vote to consider business by the Small Cities subcommittee.
    2. Pending preliminary approval by the Small Cities subcommittee: Vote to approve Small Cities Project #TO18–025-Tree for the removal of two large trees at 244 Spring Street in an amount up to $2,350.
  8. In accordance with C.G.S. §7-474(b), vote on the one-year extension of the Collective Bargaining Agreement by and between the City of Torrington and the United Public Service Employees Union Local 424 – Unit 78, City Supervisory Employees for the period from July 1, 2020 to June 30, 2021, as described in Atty. LaMere’s memo dated May 21, 2020.
  9. Herein acting as the WPCA, vote to approve the payment of $2,500 from Fund #490 (Sanitary Sewer Capital Improvement) to Weston & Sampson Engineers for services on Phase I Schedule B Bidding for the Homestead Road/Kimball Lane/Hartford Avenue/Lyman Drive Project.
  10. Vote to accept the Purchasing Agent’s recommendation and authorize the Mayor to extend the current contract with Air Temp Mechanical Services, Inc. of Southington, CT for HVAC services through FY 20/21.
  11. Vote to accept the Purchasing Agent’s recommendation and authorize the Mayor to extend the current contract with West State Mechanical, Inc. of Torrington, CT for general plumbing services and related repairs through FY 20/21.
  12. Vote to accept the Purchasing Agent’s recommendation and authorize the Mayor to extend the current contract with Asplundh Tree Expert Company of Willow Grove, PA (branch location in East Windsor, CT) for tree trimming and removal services through FY 20/21.
  13. Vote to accept the Purchasing Agent’s recommendation and authorize the Mayor to extend the current contract with Building One Facility Services, LLC of Durham, CT for cleaning services at the Armory and Teen Center through FY 20/21.
  14. Vote to approve Chief Baldwin’s request to enter into a ten-year contract with the Torrington Police Department’s current vendor, Axon, for Body Worn Cameras and Tasers, with pricing as described in Chief Baldwin’s memo, and allow for renegotiation of the contract after five years.  *Contingent upon approval by the Board of Public Safety.
  15. Vote to approve the IT Department’s request to use Vertiv Corporation, formerly Emerson Network Power (Liebert Services) to replace the batteries of the UPS systems located in the communications room at Fire Headquarters for a total cost of $11,087.16 to be paid from the IT Equipment Account: 0010-0018 5229.0000.
  16. Vote to approve the recommendation of the Deputy Public Works Director/City Engineer to award the contract for the Cold-In-Place Recycling of Various Roads Phase 2020.5.1 project to Sealcoating, Inc. dba Indus of Braintree, MA for the total amount of $723,099.80 with an expenditure allowance up to $72,309 for quantity fluctuation and contingencies and authorize the Mayor to act on behalf of the City regarding the award and execution of the contact agreement.
  17. Vote to approve the recommendation of the Deputy Public Works Director/City Engineer to award the contract for the Paving of Various Roads Phase 2020.5.2 project to Cocchiola Paving, Inc. of Oakville, CT for the total amount of $581,581.70 with an expenditure allowance up to $58,158 for quantity fluctuation and contingencies and authorize the Mayor to act on behalf of the City regarding the award and execution of the contact agreement.
  18. Vote to accept Corporation Counsel’s recommendation and authorize the Mayor, pursuant to C.G.S. §12-179, to release the liens described in Atty. Muschell’s memo dated June 15, 2020.
  19. Vote to accept the recommendation of the Tax Collector and authorize the 11 tax refunds indicated on the list dated June 15, 2020.
  20. Vote by the Board of Councilmen, herein acting as the Water Pollution Control Authority, to accept the recommendation of the Tax Collector and authorize the sewer usage refund indicated on the list dated June 15, 2020.
  21. Vote to approve the Building Department’s report for May, 2020.
  22. Business by Dept. Heads.
  23. Business by Mayor & Members.
  24. Adjournment.
