Torrington Assistance Programs

THE CITY OF TORRINGTON OFFERS THE FOLLOWING ASSISTANCE PROGRAMS:

Enterprise Corridor Program

Industrial zoned properties in Torrington and Winsted are eligible for tax abatements for new, relocating or expandiing businesses.  This program is administered by the Connecticut Department of Economic and Community Development.  Highlights of the program: 

A 5-year, 80% abatement of local property taxes on all qualifying real and personal property that are new (note: existing real property which meets certification requirements is defined as new for the purpose of this program) to the Grand List of the city/town as a result of the business expansion or renovation project.

A 10-year, 25% or 50% credit on that portion of the Connecticut corporate business tax that is directly attributable to this business relocation, expansion or renovation project as determined by the Connecticut Department of Revenue Services and as provided under Section 12-217(e) of the Connecticut General Statutes.

Tax Incentive Policy

In an effort to attract, retain and expand business, the City of Torrington has adopted a tax incentive policy.

This policy establishes a tax abatement/deferral program for the City and allows the city to enter into written agreements with the owners and/or lessees of certain real property located with the city limits.

NAA Tax Credit Program

The Connecticut Neighborhood Assistance Act (NAA) Tax Credit Program is designed to provide funding for municipal and tax exempt organizations by providing a corporation business tax credit for businesses who make cash contributions to these entities.
