Torrington Approves Tax Deferral Program During Pandemic
By vote of the city council of the City of Torrington, eligible taxpayers will be granted a 90-day, interest-free deferment of the payment of their taxes due on July 1, 2020. The tax deferment is available to individuals and businesses that have been financially affected by the coronavirus pandemic, according to Mayor Elinor Carbone. “We chose to implement the tax deferment program because it provides immediate economic relief to our residents and businesses that have suffered financial losses these past several weeks,” Carbone said. “By extending the grace period for the payment of the installment of taxes due July 1, 2020, we are allowing those taxpayers a longer period of time in which to recover financially without being further burdened with interest and penalties.” The program does not apply to those taxpayers whose taxes are paid through a mortgage escrow.
Eligible taxpayers are those that attest to or document significant economic impact by COVID-19 and/or those that can document that they are providing relief to tenants or renters.
In accordance with Office of Policy and Management (“OPM”) regulations, eligible taxpayers must apply for this program by June 15, 2020. Residents who wish to apply for the tax deferment program can find more information at:
The taxes and sewer user fees billed on the 2019 Grand List are due July 1, 2020 and must be paid within 30 days, by August 3, 2020, to avoid interest charges.
Under the Tax Deferment Program, eligible taxpayers will have 90 days, to October 1, 2020, to pay their taxes and/or sewer user fees without interest and/or penalties added. Payment must be postmarked with a US Postmark or received by 10/1/2020 in order to be considered on time per the state statutes.
After October 1, 2020, any unpaid balance of taxes and sewer user fees will be subject to 1.5% simple interest per month charged retroactively to July 1, 2020.
