The City of Torrington, Connecticut is undertaking a program to revalue all Real Property, including physical inspections of all Commercial/Industrial Real Property and a Data mailing submission plan implementing a direct mail system to All Residential and Exempt property owners. Effective date, October 1, 2019. Contractors interested in providing the Revaluation Services set forth in the attached Specifications are invited to submit a sealed proposal to the Purchasing Agent, Room 206, City of Torrington, CT 06790, no later than 11:00 AM on April 19, 2018. Submitted proposals should include one (1) original and four (4) copies. Proposals will not be accepted after the date and time specified. In the event of the closure of City Hall, proposals will be opened on the following business day that City Hall is opened at 11:00 AM. Amendments to or withdrawal of any section of the submitted bid received later than the time and date set for the bid opening will not be considered. Bid proposals must remain in effect for a minimum of sixty (60) days unless otherwise noted elsewhere in the bid specifications.

Questions must be submitted by April 9, 2018 at 1:00 PM. All questions submitted by email to: pennie_zucco@torringtonct.org. All information given by the City except by written addendum shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any Proposer or prospective Proposer against the City. Questions will be answered through and addendum which shall be posted on the city’s website. Potential respondents are responsible for checking the city’s website within 48 hours of the opening. Contractors mailing proposals should allow time to ensure timely receipt of their proposals. No faxed or e-mailed Proposals will be accepted.

Issuance of this RFP does not commit the City to award a contract, to pay any costs incurred in the preparation of a response to this request, or to procure a contract for services.  All respondents should note that the execution of any contract pursuant to this RFP is dependent upon the approval of the Torrington City Council in a public meeting.

All proposal submissions and materials become the property of the City and will not be returned. Once opened such proposals are public record. Vendors mailing proposals should allow normal delivery time to ensure timely receipt of their proposals. The City of Torrington shall not be held responsible for lost or misdirected proposals.

All proposals shall be sealed and addressed to the City Purchasing Agent and the outside envelope clearly marked: "RFP #REV-001-041918, 2019 Reappraisal and Revaluation"

All information pertaining to the Contractor's technical and management approach to completing this project, as well as the proposed cost, timetable and staffing plan, including project manager, shall be presented in the proposal. The proposal must address, at a minimum, each of the issues set forth in this RFP in order to be considered responsive. The Purchasing Agent may reject as non-responsive any proposal that does not respond to each issue in these bid documents. 

The Purchasing Agent reserves the right to amend the bid documents for the Reappraisal and Revaluation up to 48 hours prior to the deadline for submission of bid proposals. Any such addenda shall be posted on the Purchasing Department page of the City’s web site.  Vendors shall be responsible for checking the web page for such addenda. An unsigned or non-returned addendum shall be considered an unresponsive bid and the bid rejected. The City of Torrington reserves the right to ask for clarification in the proposal if the need arises.

This RFP does not commit the City of Torrington to select any vendor or enter into any contract agreement. The City of Torrington reserves the right to request additional information from some or all bidders. The City of Torrington reserves the right to accept any RFP deemed in the best interests of the City of Torrington.

Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington shall be disregarded.

The Assessor reserves the right to amend this proposal for the Revaluation Program for equitable assessments at any time prior to the deadline for submission of proposals and to reject any or all proposals received if they determine it to be in the best interests of the City.  The City is licensed to utilize the eQuality Valuation Services LLC® CAMA Software of Waterbury, CT. The City of Torrington presently has a license to use eQuality CAMA Version 2.18.1. The MS SQL versions currently running are 2008 R. The Contractor must provide an on-site computer as not to impact the daily operation of the Assessor’s office. The bid proposal must include any additional software licenses to complete the valuation update.

The system must be fully loaded with all assessment data before the revaluation is completed.  The software must provide an interchange file to move data to the City’s current billing and collection system, (Quality Data Service Inc.). Any software upgrade cost must be specified in the bid proposal.

CITY DATA
1.  The last revaluation was effective October 1, 2014.
2.  The population is estimated in 2016 to be 36,329.
3.   The area of the City is 40 square miles.
4. Administration\Tax Billing System is: Quality Data Service Inc.

5. Current CAMA System is: Version 2.18.1, eQuality.

The City currently has Internet and World Wide Web and requests to continue this use for purposes of sharing data with the public. The Contractor must include their Internet solution as a part of the bid proposal.

In addition to addressing each of the items in the specifications, the Contractor must submit, as part of its bid proposal, the following information:

1. A Letter of Transmittal signed by the individual authorized to negotiate for and contractually bind the contractor stating that the offer is effective for at least sixty (60) Calendar Days from the deadline for the submission of bid proposals.
2. The vendor shall provide at least three (3) references of Connecticut Municipalities for which the Contractor has completed Revaluation with contact information ie; name, address, phone, email.
3. Description of the Contractor’s revaluation public relations program.
4. Copy of Contractor’s current Connecticut Revaluation Certificate issued pursuant to Connecticut  General Statutes 12-2(c).

5. Bid Bond or certified check for five (5%) percent of the bid submitted.

The City of Torrington reserves the right to award or reject any or all bids, or any portion thereof; to waive technicalities; to award the contract to a bidder other than the lowest bid, and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment, will best serve the public interest.
