DETAILING-UNLIMITED WASHING OF POLICE VEHICLES

REQUEST FOR QUOTATION - INQUIRY ONLY - This is NOT an order

 

The Purchasing Agent is authorized to offer City based bidders that exceed the lowest bid by up to 6%, the opportunity to match the lowest bid. A City based bidder within the 6% differential who agrees to accept the amount of the lowest bid will be awarded the bid. When multiple City based bidders agree to accept the amount of the low bid then the City based bidders will be invited to submit a new bid, not to exceed the low bid. The bid will then be awarded to the lowest responsive, responsible bidder.

 

To receive consideration your quotation must be received by:  June 26, 2020, 11:00 AM

 

Quote price to perform the following services:

 

Unlimited Car Washing - Cleaning and Detailing twice per year of City owned vehicles.

 

  A) Unlimited use of the automated car wash systems for vehicles which include vacuuming and  cleaning of windows when needed

  B)  Prices to remain in effect for one year:  July 1 to June 30.

  C)  Estimate of the number of vehicles to be detailed during the year are as follows:

 

                        38 vehicles                   $ _______________________ per car

 

 Notes:

Total number of vehicles to be detailed and unlimited use of automated car washes may vary slightly. All vehicles are usually detailed in the Spring & Fall but additional vehicles may need detailing at other times.

Unlimited use of automated system to wash the vehicles. (in 2019, approximately 620 unlimited washes of fleet)

Describe your company services performed when a vehicle is detailed.

      (at this time, the following services are provided for detailing):

Exterior was and wax

Windows cleaned inside and out

Interior wiped down with cleaner (dash, doors, instrument panels)

Floors scrubbed with cleaner

Seats shampooed

Rims cleaned

Armor all tires

Contractors must be fully insured and meet or exceed all the conditions and terms of the City of Torrington.

 

The City reserves the right to extend the contract for additional year(s) provided all terms and conditions remain in full force and effect except for the contract period being extended. This option to renew requires the mutual agreement of both parties.

 

Please note: The City will not be responsible for transmission problems or other errors that could occur.

 

Any inquiries shall be made on or before Friday, June 19, 2020 by 12:00 PM EST, in order that a written response in the form of an addendum can be processed before the quotes are due. Inquiries received after the specified date and time will not be considered. All questions and/or quotations should be directed to the attention of: Pennie Zucco, Purchasing Agent, City of Torrington, 140 Main Street, Torrington, CT 06790, pennie_zucco@torringtonct.org. All information given by the City except by written addenda shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any Contractor or prospective Contractor against the City. Any Fax or email shall be followed up with a telephone call to verify receipt. Bidders should check the web site for addendums/updates 48 hours prior to the bid opening. The City will not be liable for any costs incurred in the preparation of the response for this Request for Quotation.

 

The City of Torrington is authorized to seek additional information for clarification from prospective vendors regarding their quote proposals if needed.

The Contractor will guarantee that its Quotation will meet the needs of the City. The Contractor will also guarantee that any services supplied shall be correct. If the services supplied by the Contractor are in any way incorrect or unsuitable, all correction costs shall be borne solely by the Contractor. Awarded Contractor must be licensed and insured and will be required to submit a Certificate of Insurance.

 

All quote prices shall remain in effect for at least thirty (30) days from the date the quote is due or the award, whichever comes first, except for the successful proposer whose prices are to remain firm for the term of the contract. The City of Torrington reserves the right to request a list of references of the awarded contractor.

 

The quote will be awarded to that responsible, responsive vendor whose quote, conforming to this solicitation, will be most advantageous to the City with not only price but also availability of services, location of vendor business, and quality of services considered.

 

Any contract entered into by the City and the successful bidder shall provide that the City may terminate the contract upon thirty (30) day notice to the bidder.

 

The City of Torrington reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment, will best serve the public interest.
