The City of Torrington is pursuing mixed-use private development on two city-owned sites totaling 2.02 acres along the Naugatuck River located within Torrington’s Municipal Development Area, Incentive Housing Overlay Zone (IHZ), Downtown District Zone and Opportunity Zone. The redevelopment of these sites, together with other ongoing projects on Franklin Street and the continuation of the Naugatuck River Greenway, is critical to the transformation of downtown Torrington. The city is seeking development partners with a demonstrated capacity to help the City achieve that goal.
 
Sealed responses containing developer qualifications for the redevelopment of 100 Franklin Street will be received by Pennie Zucco, Purchasing Agent for the City of Torrington, 140 Main Street, Room 206, Torrington, CT prior to 11:00 a.m. on Friday, April 26, 2019.
 
The objective of this Request for Qualifications (RFQ) is to obtain sufficient information about prospective developers’ expertise and intentions with regard to redevelopment of the site to enable the City to select a short list of finalists who will be invited to respond to a subsequent Request for Proposals.
 
Two-step Developer Solicitation Process:  This RFQ is the first of a two-step process for developer solicitation. The purpose of the first step is to identify a short list of not more than three qualified developers who will be invited to submit formal proposals to acquire and develop the redevelopment site. Second Step Requirements are described later in this document.

Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington shall be disregarded.
 
Responses to this RFQ should not be construed as a contract nor indicate a commitment of any kind. The RFQ does not commit the City to pay for costs incurred in the submission of a response to this RFQ or for any costs incurred prior to the execution of a final contract.
 
There will not be a public opening of this bid
