Chief Bill Baldwin, Director - Biography

Bill Baldwin was appointed as the emergency management director (EMD) for the city of Torrington in September of 2021. Prior to that, EMD Baldwin served as the deputy emergency management director for the city.  He also serves as the city’s police chief and has over 40 years of public safety/law enforcement experience having become a certified police officer in 1983. He started out at the Torrington Police Department as a patrolman and then joined the Connecticut State Police in January of 1987, completing a 32-year career with the State Police in December of 2018, at which time he was appointed to be the police chief of the Torrington Police Department. During his time with the state police, Chief Baldwin had numerous assignments within the department. One of his assignments was the commanding officer of the state police component of the office of counter terrorism within the Department of Emergency Management and Homeland Security. The state police operations within the unit consisted of the Critical Infrastructure and Protection Unit, FBI-Joint Terrorism Task Force (JTTF), Urban Search and Rescue, and CTIC (Connecticut Intelligence Center). The state police entity was a part of the larger stand alone and separate DEMHS state agency, which is now part of the Department of Emergency Services and Public Protection. During this time, Chief Baldwin obtained an FBI/SCI Top Secret Clarence and over saw troopers assigned to the JTTF in partnership with the FBI. Chief Baldwin holds a Bachelor’s degree and also holds a Master’s Degree in Emergency Management. He has attended and is certified in various ICS and FEMA related courses, having completed the FEMA Emergency Management Basic Academy, and most recently graduating from the FEMA Advanced Academy of Emergency Management.
