The Emergency Operation Center (EOC) is located at the Torrington Police Department, 576 Main Street, Torrington. In the event of a disaster, this center is opened for the duration of the incident.

Tom Vannini, Emergency Management Director, oversees the EOC. Mr. Vannini maintains and updates the City's basic emergency plans and serves as a liaison between the City, the State, and Federal agencies on issues of emergency management.

The City operates an emergency radio frequency at 153.875 and relays emergency messages to and from Area 5 EOC, Litchfield. The Center maintains, monitors, and holds monthly radio drills on 147.240 MHZ repeater and operates a mobile command communication vehicle, which can be utilized at all emergency incidents.
