Roll Call Vote

1. Vote to adopt Resolution # 143-19-2 authorizing and directing the Mayor to file an application by the City of Torrington in an amount not to exceed $1,500,000, and to file such Application with the Commissioner of the Department of Housing, to provide such additional information, to execute such other documents as may be required by the Commissioner, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an Agreement is offered, to execute any amendments, rescissions, and revisions thereto, and to act as the authorized representative of the City of Torrington.

2. Vote to accept the minutes of the Regular Meeting held March 4, 2019.

4. Discussion regarding a Request for Developer Qualifications for 100 Franklin Street.

5. Vote to establish an Ad-Hoc Bike & Pedestrian Advisory Committee.

 

Small Cities

6. Vote to approve the following payments from Fund #250 - Program Income:  SEE ATTACHED

 

Highland Avenue Reconstruction Project

7. Vote to accept the recommendation of the Deputy Public Works Director and City Engineer to award the contract for the Highland Avenue Reconstruction project, as described in Paul Kundzins’ memo dated March 18, 2019, to The Grasso Companies, LLC of Norwalk, CT for the total amount of $943,405.05, and authorize the Mayor to act on behalf of the City regarding the award and execution of the contract agreement.

 

Still River Gardens Contract Extension

8. Vote to accept the recommendation of the Purchasing Agent and authorize the Mayor to award the extension of the contract for the maintenance of the Downtown garden beds and planters to Still River Gardens, LLC of Litchfield, CT for the upcoming year at $13,500 for FY 2019/2020.

 

Suburban Sanitation Contract Extension

9. Vote to accept the recommendation of the Purchasing Agent and authorize the Mayor to extend the current bid contract for portable toilet rentals to Suburban Sanitation Services, Inc. of Canton, CT for the 2019/2020 season at the same prices and terms as the current contract.

 

2019 Fireworks Display

10. Vote to accept the recommendation of the Superintendent of Parks and Recreation and the Purchasing Agent, and authorize the Mayor to award the contract for the 2019 Fireworks Display to Zambelli Fireworks Mfg. Co. of New castle, PA for $14,325.

 

Pool Cover Replacement

11. Vote to accept the recommendation of the Superintendent of Parks and Recreation and the Purchasing Agent, and authorize the Mayor to award the contract for the purchase, fabrication, and installation of the swimming pool cover for the William Besse Municipal Pool to Lacuna Pool Covers, Inc., of Bohemia, NY for $9,853.

 

Release of Liens

12. Vote to accept Corporation Counsel’s recommendation and authorize the Mayor, pursuant to C.G.S. §12-179, to release the liens described in Atty. Muschell’s memo dated March 18, 2019.

 

Tax Collector Refunds

13. Vote to accept the recommendation of the Tax Collector and authorize the 19 tax refunds indicated on the list dated March 18, 2019. 

14. Acting herein as the Water Pollution Control Authority, vote to accept the recommendation of the Tax Collector and authorize the 18 sewer usage refunds indicated on the list dated March 18, 2019.

15. Vote to approve the Building Department’s report for February, 2019.

Acting herein as the Water Pollution Control Authority, vote to enter Executive session, pursuant to C.G.S. §§ 1-200(6)(E) and 1-210(b)(1), to discuss draft intermunicipal agreements for the discharge of sewage from real property lying outside the bounds of the City into the City sewage system.
