Water Pollution Control Authority

The Water Pollution Control Authority has primary responsibility for the Operation and Maintenance of a 7.0 Million Gallon Per Day Water Resource Recovery Facility.  The WPCA also maintains approximately 163 miles of sanitary sewer lines and 14 wastewater-pumping stations throughout the city.  We also operate a regional septage receiving facility for septic tank waste disposal and a Regional grease receiving facility for the disposal of non-renderable grease from grease traps.

The WPCA is a self-supporting agency in which all revenue for the Operation and Maintenance of all WPCA activities is generated from Sewer Use Fees and Sewer Connection Fees.  The WPCA service area includes all sewered portions of the City of Torrington; portions of Harwinton and Litchfield.  There are approximately 15,000 sanitary sewer connections on the system.  

The WPCA also operates a Municipal Transfer Recycling Facility for City of Torrington Residents.  The WPCA strongly encourages residents to take advantage of our Recycling facility. Residents may drop off used electronics, motor oils, antifreeze and batteries this service is provided at no cost to Torrington residents, in addition we provide RV holding tank disposal.  

The Water Resource Recovery Facility is Located on Bogue Rd, the Facility is open 365 days per year including holidays. We can be reached during normal Business hours at (860) 485-9166 or (860) 485-9167.  After hours emergencies for main line sewer related problems are dispatched through the Litchfield County Dispatch: (860) 626-7525, City of Torrington Police Department (860) 489-2000 or City of Torrington Fire Department (860) 489-2255.
