Juneteenth Mayor for the Day

Introduction of Juneteenth Mayor for the Day, Dr. DeLois Lindsey.

Vote to open the meeting to the public, in accordance with Section 4(e) of the City Council & WPCA Meeting Rules of Procedure.

 

Approve Minutes

Vote to accept the June 5th Public Hearing Minutes for the Neighborhood Assistance Act.

Vote to accept the June 5th Public Hearing Minutes for the Sewer Use Fee.

Vote to accept the Regular Meeting Minutes from June 5, 2023.

 

State/Regional/National Bids and Contracts

Vote to accept the recommendation of the Public Works Director and Purchasing Agent to utilize the competitive bids of the Capital Region Council of Governments (CRCOG)-Capital Region Purchasing Council (CRPC) for the procurement of goods and services, as further explained in the Public Works Directors memo dated June 15, 2023.

 

Permitting Software

Vote to authorize the Mayor to enter into a Side Letter Participation Agreement with CRCOG and OpenGov for permitting software and services.

 

Resolution #143-242 - THS/TMS Sports Complex

Vote to adopt Resolution #143-242 to authorize the Mayor to act on behalf of the City and apply for a Community Investment Fund 2030 (CIF2030) Grant for $4,748,100.00  to complete the construction of a Community Fitness Complex at the THS/TMS/Central Office building being constructed at 50 Major Besse Drive as further described in the attached application.

 

Resolution #143-243 – Neighborhood Revitalization Program

Vote to adopt Resolution #143-243, authorizing the resubmission of an application to CIF2030 for the Neighborhood Revitalization Program, as further described in the Economic Development Director’s memo dated June 14, 2023.

ARPA – Blight Committee Ad Hoc Lead Abatement Grant Committee

Vote to accept the recommendation of the Blight Task Force, Ad Hoc Lead Abatement Grant Committee, and Torrington Area Health District to award a $3,200 grant from the Lead Abatement Grant Funds established with ARPA funds to aid in the lead abatement of 326-328 Brightwood Ave, as further explained in the memo from the Economic Development Director dated June 14, 2023.

 

Portable Toilet Rental

On the recommendation of the Public Works Director and the Purchasing Agent, vote to authorize the Mayor to act on behalf of the City to award, execute, and administer a contract agreement for the rental of Portable Toilets to A1 Portable Toilet of Thomaston, CT, as further explained in the Purchasing Agents letter dated June 12, 2023.

 

Plumbing

Vote to authorize the Mayor to act on behalf of the City to enter a bid contract with West State Mechanical Inc., of Litchfield, CT for on-call general plumbing services and repairs for the City. The contract will be in effect from July 1st, 2023 to June 30th, 2024, at the rates specified in the memo dated June 19, 2023.

Friendly Hands Food Bank

Vote to authorize the Mayor to issue a letter of support for the Friendly Hands Food Bank CIF2030 Grant, as further described in the Mayor’s memo dated June 15, 2023.

 

Small Cities – Friendly Hands Food Bank

On the recommendation of the Small Cities Committee, vote to forgive and release a Small Cities lien in the amount of $133,300, contingent upon the sale of Friendly Hands Food Bank property located at 50 King Street, as further described in the Mayor’s memo dated June 15, 2023.

 

Building Department Report

Vote to accept the Building Department Report from May 2023.

 

Tax Collector Refunds

Vote to accept the recommendation of the Tax Collector and authorize the tax refunds indicated on the list dated June 19, 2023.

 

Sewer Usage Refunds

Vote to accept the recommendation of the Tax Collector and authorize the sewer usage refunds indicated on the list dated June 19, 2023.
