ARPA Strategic Spending Plan (draft)

The City of Torrington is anticipating to receive $ 10, 074,000 from the Us Treasury as part of the Federal American Rescue Plan Act (ARPA).   These funds MUST be used to:

 "fight the pandemic, sustain and strengthen the economic recovery, maintain vital public services and make investments that support long-term growth, opportunity and equity." 

The US Treasury has provided very specific guidelines on how the funds can be expended.  In recognition of the multitude of ways communities, municipalities and businesses have been impacted by COVID-19, Congress has required, rightfully so,community engagement to be an integral part of development the community's spending plan. 

In Torrington, a public informational meeting was held on September 20, 2021 and we have reached out to many of our community partners and stakeholders, to identify the unmet needs within our community.  Based on this feedback, we created the draft spenidng plan (that can be found below); however, our listening tour is ongoing and, now, we need to hear from you!
