Sealed bids for “Soil Remediation Activities, 100 Franklin Street, Torrington CT” will be received at the office of Purchasing Agent, Room 206, City Hall, 140 Main Street, Torrington Connecticut until 11 am on Monday, July 20, 2020.  There will not be a public opening of this bid. Due to COVID-19, Bids will not be opened until 11 am on Monday July 20, 2020 at which time they will be opened and read. The scope of the work includes the excavation of impacted soils at six specific areas of concern along with areas of Site-wide polluted fill at the Site (100 Franklin Street, Torrington CT), stockpiling and disposal at an appropriately permitted disposal facility. 
 
It is the responsibility of the Contractor to become familiar with the Plans, Specifications and Work Plan. Contractors should note that this is a State funded prevailing wage job, and thus there is a State Department of Labor prevailing wage rate requirement. As part of the bid process, a Bid Bond will be required.   A Bid Bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid.
 
Municipal contracts for the construction or renovation of a public works project, where the estimated value is $500,000 or greater, will need to comply with C.G.S. Sec. 4b-91. In such cases the contractors must be pre-qualified by the State of Connecticut Department of Administrative Services (DAS).
 
This contract is subject to state contract compliance requirements, including nondiscrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
 
The City of Torrington reserves the right to reject any or all bids, to wave technicalities or informalities to award the contract to a bidder other than the lowest bid and to award the contract as it feels will best serve the public interest.
