ON CALL WASTEWATER ENGINEERING SERVICES

The City of Torrington WPCA is seeking qualifications from professional engineering firm(s) to provide planning, design, and construction phase services to implement upgrades of various wastewater pump stations, collections system components, and WRRF modifications.

 

This RFQ is not a contract offer, and no contract will exist unless and until a written contract (at a later date) is signed by the City of Torrington and the successful respondent.

 

The deadline for bid submittals is Friday, September 15, 2023 at 11:00 AM. Proposals shall be submitted to the Purchasing Department, City Hall, 140 Main Street, Room 206, Torrington, CT 06790. One original and three (3) exact copies shall be placed in a sealed envelope and clearly marked on the outside of the envelope including all outer packaging, such as DHL, FEDEX, UPS, etc.: “RFQ# WES-041-091523, ON CALL WASTEWATER ENGINEERING SERVICES” and must bear the Name and address of the bidder. Proposals received after this date and time will be rejected. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:00 AM on that day.  The City will not be liable for any costs incurred in the preparation of the response for this Request for Qualifications. All proposal submissions and materials become property of the City and will not be returned. Once opened such bids are public record. Vendors mailing bids should allow for normal delivery time to ensure timely receipt of their bids. The City of Torrington shall not be held responsible for lost or misdirected bids. No faxed or e-mailed bids will be accepted. All questions must be submitted by email to pennie_zucco@torringtonct.org by August 30, 2023 by 2:00 PM. Questions will be answered through an addendum, which will be posted on the City of Torrington website. Interested firm(s) should check the website 48 hours before the closing date. Firm(s) mailing proposals should allow normal delivery time to ensure timely receipt of their proposals.

 

The City of Torrington reserves the right to accept or reject any or all proposals; to waive any informalities; to negotiate and award a contract that it determines best meets their needs and best serve the interests of the City of Torrington.

 

Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington shall be disregarded.

 

All Proposals will be considered valid for a period of sixty (60) days from the date of opening. The sixty (60) day period may be extended upon written mutual agreement.

 

There will not be a public opening of this bid
