Consulting Services to recruit unemployed and underemployed Torrington residents and connect them to employment opportunities and workforce services.
 
This consultant will identify job opportunities within Torrington, connect residents to potential employers and introduce them to a wide range of workforce services that will remove barriers and lead to gainful and/or improved employment.  
 
Applicants must demonstrate they have the capability and capacity to foster partnerships with local business and community-based organizations, have strong interpersonal skills and are dedicated to advancing equity within the community.
 
The scope of work in this document is intended to assist individuals in achieving gainful employment and support local businesses to fill job vacancies in order for them to meet market demands.
 
The Respondent’s shall be delivered to the Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 AM,  August 19, 2022.  Submittals received after this date and time will not be accepted. Sealed envelope(s) should be clearly marked: ”RFQ/RFP WFN-039-081922, City of Torrington –Workforce Navigator ”. (with the fee proposal submitted in a separate sealed envelope).
 
All questions must be submitted by email to pennie_zucco@torringtonct.org  by August 5, 2022 by 12:00 noon. Questions will be answered through an addendum which will be posted on the City of Torrington website. Interested firms should check the website 48 hours before the closing date. Firms mailing proposals should allow for normal delivery time to ensure timely receipt of their proposals. Proposals may not be submitted by e-mail or fax.
The City of Torrington reserves the right to accept or reject any or all proposals; to waive any informalities; to negotiate and award a contract that it determines best meets their needs and best serve the interests of the City of Torrington.
 
There will not be a public opening of this bid
