The Purchasing Agent is authorized to offer City based bidders that exceed the lowest bid by up to 6%, the opportunity to match the lowest bid. A City based bidder within the 6% differential who agrees to accept the amount of the lowest bid will be awarded the bid. When multiple City based bidders agree to accept the amount of the low bid then the City based bidders will be invited to submit a new bid, not to exceed the low bid. The bid will then be awarded to the lowest responsive, responsible bidder.
 
Contractors may supply bids for any of the following:
1) Fertilizer, Seed, and Field Drying Agent
2) Turf Applications
3) Fertilizer, Seed, and Field Drying Agent and Turf Applications
 
Quantity:  To be determined at a later date – Inquiry only – not an order.
 
Information:  All products and materials supplied shall be of current manufacture, meeting all specifications described herein. Awarded Bidders will be required to supply MSDS/GHS for each product proposed/awarded.
 
** If quoting a product that does not meet specifications or is an alternate to above stated products, vendor must submit with their quote product specifications.
 
Vendors may submit pricing for both products and applications.
 
Quote price delivered to City Barn, 59 Winthrop Street, Torrington, CT 06790. Inside-delivery of products will be required. Prices quoted shall be net – delivered to destination. Bids quoting other than F.O.B. Destination may be rejected.  All costs submitted in Proposal must include inside-delivery, warranty and shipping charges.
 
The City of Torrington wishes to establish a contract with one or more qualified firms to provide various turf products for use in the City Parks. The turf products will be purchased on an as needed basis. The City has the option to award multiple vendors for the various products and applications.
 
Specifications: 
  • Contractor and Applicators must have the appropriate licenses and permits for applying specified products and must supply applicable licenses and permits if awarded contract.
  •  Contractors must be fully insured and meet or exceed all the conditions and terms of the City of Torrington.
  • All areas should be posted in accordance with current regulations for specified products including; the      appropriate location to mark out at each facility and the appropriate timeframe to keep posted.
  • Each field is anticipated to have 2-4 granular applications per calendar year.  Spray applications will be applied as needed.
  • Spray Applications should be performed with a Toro Multi Pro 1250 Sprayer or Equivalent with Boom System (minimum 15’ spraying width), Grounds Speed 0-11 MPH, Pump – Diaphragm, Minimum 1.5 gal per thousand SF air induction nozzles, 175-300 gallon tank capacity, and on board calibration diagnostics.
  • All measurements provided are approximate and should be verified in the field by the Contractor.  Please reference park aerials provided with square feet calculations (estimated.)
  • All work will be coordinated with the Superintendent of Parks and Recreation and/or Superintendent of Streets and Parks.
  • The City will supply the Materials for applications.
  • Contractor shall supply Equipment for applications.
  • Bidder must supply a list of five (5) references.
Please note: The City will not be responsible for transmission problems or other errors that could occur.
 
The deadline to submit questions is JANUARY 27, 2021 by 11:00 AM. All questions submitted by email to: pennie_zucco@torringtonct.org. All information given by the City except by written addendum shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any Proposer or prospective Proposer against the City. Questions will be answered through and addendum which shall be posted on the city’s website. Potential respondents are responsible for checking the city’s website within 48 hours of the opening. The City will not be liable for any costs incurred in the preparation of the response for this Request for Quotation.
 
The City of Torrington reserves the right to ask for clarification in the proposal if the need arises.
 
The deadline for submittals is FEBRUARY 8, 2021 at 11:00 AM. Quotes may be mailed, hand delivered, emailed or faxed to: Purchasing Department, City Hall, 140 Main Street, Room 206, Torrington, CT 06790; pennie_zucco@torringtonct.org; fax 860-489-2547. Submittals received after the time and date specified will be rejected. In the event of the closure of City Hall, proposals shall be due the next day when City Hall reopens for business, no later than 11:00 AM on that day. The City will not be liable for any costs incurred in the preparation of the response for this Request for Quotes. All proposal submissions and materials become property of the City and will not be returned.
 
The Contractor will guarantee that its Quotation will meet the needs of the City. The Contractor will also guarantee that any goods supplied shall be correct. If the goods supplied by the Contractor are in any way incorrect or unsuitable, all correction costs shall be borne solely by the Contractor. Awarded Contractor(s) must be licensed and insured and will be required to submit a Certificate of Insurance.
 
All quote prices shall remain in effect for at least ninety (90) days from the date the quote is due or the award, whichever comes first, except for the successful proposer(s) whose prices are to remain firm for the term of the contract.
 
The quote will be awarded to that responsible, responsive vendor(s) whose quote, conforming to this solicitation, will be most advantageous to the City with not only price but also availability of product, location of vendor business, and quality of product considered.
 
The City of Torrington reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment, will best serve the public interest.
