CITY OF TORRINGTON & TOWN OF WINCHESTER - MUNICIPAL SOFTWARE SOLUTION - RFQ #MSS-039-051120
Software Solution that supports multiple departments in permitting, enforcement, inspections, workflow, asset management and emergency operations.
 
The City of Torrington and the Town of Winchester are both in search of a software solution that supports multiple City and Town Departments in permitting, enforcement & inspection tracking, workflow, asset management and emergency operations.
 
As the Urban Centers for the Northwest Hills of CT, Torrington and Winchester share a lot of similarities, and recognize there are benefits of seeking and reviewing software products jointly. However, ultimately each Municipality will request specific proposals for their community based on the product that best suits the needs of each Municipality.    
 
The immediate (and funded) need of each Municipality is to implement permitting and enforcement tracking software for the Building, Zoning and Fire Marshal’s offices. The intention of this scope, is to choose a product that allows for expansion into all areas of governing as additional funding becomes available.
 
The respondent can elect to submit a proposal for all three Software Solutions or may opt to submit for only one of the following:
 
Permitting & Enforcement
Asset Management
Emergency Operations 
 
If the respondent chooses to submit a proposal for only one of these Solutions, they should identify compatibility with other programs commonly used by these Municipalities.    
 
The responses shall be delivered to the City of Torrington Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 AM on Thursday, May 7, 2020. Submittals received after this date and time will not be accepted. Sealed envelope(s) should be clearly marked: “RFQ #MSS-039-051120, City of Torrington and Town of Winchester – Municipal Software Solution”. (Fee proposal should NOT be submitted at this time – each Municipality will solicit fee proposals from the companies selected through the qualification process).
 
All questions must be submitted by email to pennie_zucco@torringtonct.org by Wednesday, April 29, 2020 by 10:00 AM. Questions will be answered through an addendum which will be posted on the City of Torrington website. Interested firms should check the website 48 hours before the closing date. Firms mailing proposals should allow for normal delivery time to ensure timely receipt of their proposals. Proposals may not be submitted by e-mail or fax.
 
Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington/Town of Winchester shall be disregarded.
All Proposals will be considered valid for a period of sixty (60) days from the date of opening. The sixty-day period may be extended upon written mutual agreement.
 
The City of Torrington and the Town of Winchester reserve the right to accept or reject any or all proposals; to waive any informalities; to negotiate and award a contract that it determines best meets their needs and best serve the interests of the City of Torrington.
 
There will not be a public opening of this bid. 
Due to COVID-19 Proposals will not be opened until May 11, 2020
