Quote price to perform the following service at the Torrington Armory Building, 153 South Main St. Torrington, CT 06790 for the following:
 
Project 1:
 
Option A (One Coat):  Recoat Gymnasium Floor– Annual Maintenance (consisting of approximately 10,430 sq. ft):
Removal of all gum/tape from floor, covering all floor plates, grit screening with 100/120 grit screens,  cleaning with waterless cleaner, and applying one coat of Dura Seal Gymthane VOC Compliant Oil-Based Polyurethane or Equivalent.
 
Option B (Two Coats):  Recoat Gymnasium Floor– Annual Maintenance (consisting of approximately 10,430 sq. ft):
Removal of all gum/tape from floor, covering all floor plates, grit screening with 100/120 grit screens, cleaning with waterless cleaner, and applying one coat of Dura Seal Gymthane VOC Compliant Oil-Based Polyurethane or Equivalent, then light grit screening with maroon pads, cleaning with waterless cleaner, and applying second coat of gym finish.
 
Project 2:
Recoat Kitchen Wood Floor (One Coat) -Annual Maintenance (consisting of approximately 751 sq. ft):
Removal of all gum/tape from floor, covering all floor plates, grit screening with 100/120 grit screen, cleaning with waterless cleaner, and applying one coat of Dura Seal Gymthane VOC Compliant Oil-Based Polyurethane or Equivalent.
 
Each project cost must be submitted separately.
 
Contractors can visit the Armory to look at the project areas, Monday-Friday, 9:00 AM – 4:30 PM.
 
Project Timeline: Work must be completed during the following timeframe: August 26 – August 30, 2019.  This timeframe includes allowing time for floor to cure between coats if applicable.
THE CONTRACTOR SHALL:
Dispose of all waste materials generated performing work under this contract will be disposed of off-site by the contractor at the contractor's expense. Disposal of all materials must be in compliance with all Local, State, and Federal guidelines, regulations, and requirements.
The contractor is responsible to take all reasonable precautions to prevent dust and fumes from entering other parts of the building including but not limited to sealing off intakes and doors. If the dust mitigates to adjacent areas or other parts of the building, the Contractor is responsible for cleaning those affected areas.
Engage an experienced staff properly trained and with sufficient experience to insure that all services provided under this contract are expeditiously and safely completed.
The Contractor must adhere to the manufactures requirements for preparation and application of the floor finish systems.
The Contractor must use new product recently purchased and with sufficient shelf life to perform this work. The City of Torrington reserves the right to request invoicing, age verification of product, and contact with suppliers to ensure the products utilized were not expired or not recommended for use.
The Contractor is required to apply all finishes at the manufactures recommended rates and is not permitted to thin any material if it is not recommended by the manufacturer.
All work under this contract must follow ALL state and federal environmental rules and regulations.
The Contractor is responsible for ensuring the areas are secured to prevent personnel from entering the work area during sanding, finishing and drying periods.
All work will be coordinated with the Superintendent of Parks and Recreation  J. Brett Simmons at 860-489-2385
Contractor must be licensed and insured, supply a list of five references (including facility name, contact person, email address and phone number), supply product information, supply MSDS sheets, supply maintenance checklist for after work is completed. All quotes must also include availability to complete work, time required for completing work, and time for surface to cure prior to use/play.
 
GENERAL CONDITIONS
Any inquiries shall be made on or before Tuesday, July 30, 2019 by 12:00 PM EST, in order that a written response in the form of an addendum can be processed before the quotes are due. Inquiries received after the specified date and time will not be considered. The City of Torrington is authorized to seek additional information for clarification from prospective vendors regarding their quote proposals if needed.
 
Quotes may be mailed, hand delivered, emailed or faxed to: Purchasing Department, City Hall, 140 Main Street, Room 206, Torrington, CT 06790; pennie_zucco@torringtonct.org; fax 860-489-4257.
 
All information given by the City except by written addendum shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any Contractor or prospective Contractor against the City. Any Fax or email shall be followed up with a telephone call to verify receipt. Bidders should check the web site for addendums/updates 48 hours prior to the bid opening. The City will not be liable for any costs incurred in the preparation of the response for this Request for Quotation.
 
The Contractor will guarantee that its Quotation will meet the needs of the City. The Contractor will also guarantee that any goods supplied shall be correct. If the goods supplied by the Contractor are in any way incorrect or unsuitable, all correction costs shall be borne solely by the Contractor. Awarded Contractor(s) must be licensed and insured and will be required to submit a Certificate of Insurance.
 
All quote prices shall remain in effect for at least ninety (90) days from the date the quote is due or the award, whichever comes first, except for the successful proposer whose prices are to remain firm for the term of the contract.
 
The quote will be awarded to that responsible, responsive vendor whose quote, conforming to this solicitation, will be most advantageous to the City with not only price but also availability of product, location of vendor business, and quality of product considered.
 
The City is interested in entering into a contract for one (1) year with the option to extend for additional one (1) year periods, provided all terms and conditions remain in full force and effect except for the contract period being extended.
 
All pricing must be held firm for the duration of contract.
 
Please note: The City will not be responsible for transmission problems or other errors that could occur.

PLEASE NOTE: Awarded contractor must be able to meet the guidelines of specification and complete the work between August 26-30, 2019.

The City of Torrington reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment, will best serve the public interest.
