The City of Torrington invites proposals for the sale of excess real property owned by the City of Torrington, CT. The property is located at 126 High Street, Torrington, CT, Assessor Parcel ID 1754, Map/Block/Lot: 110/016/004. Detailed descriptions and instructions to the proposers, as well as  proposed contract of sale are contained in the attached document.
 
The Respondent’s submittal shall include an original, one (1) exact copy (in addition to the hard copy) and shall be delivered to the Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 AM, Thursday, March 17, 2022.  Submittals received after this date and time will not be accepted. Sealed envelope(s) should be clearly marked on the outside of the envelope, including all outer packaging, such as DHL, FedEX, UPS, etc.: ”HSH-011-031722, SALE OF PROPERTY.” Proposers mailing proposals should allow for normal delivery time to ensure timely receipt of their proposals. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:00 AM on that day. No fax or e-mail Bids will be accepted.

All questions must be submitted by Thursday, March 10, 2022 at 2:00 PM. Questions must be submitted by email to the Purchasing Agent at pennie_zucco@torringtonct.org. All questions determined to be of interest to all prospective Proposers will be answered in writing by an addendum which will be posted on the City and state web sites. It is the responsibility of potential bidders to check these websites for addendum(s). Interested firms should check the website 48 hours before the closing date. Any contact about this RFP between a Bidder and any other City official and/or department manager and/or City of Torrington employee, other than as set forth above, may be grounds for disqualification of that Bidder. No questions or clarifications shall be answered by phone, in person or in any other manner than specified above.
 
This RFP does not commit the City of Torrington to select any Respondent or enter into any contract agreement. The City of Torrington reserves the right to accept or reject any or all RFP’s; to waive any informalities, and if it is deemed to be in the public’s best interest, to enter directly into negotiations with one or more Respondents based on responses to the RFP, to request additional information from some or all Respondents.  The City of Torrington reserves the right or to accept any bid deemed in the best interests of the City of Torrington.
This Bid shall remain open and shall not be withdrawn for a period of ninety (90) days from the date set for its opening. The 90-day period may be extended upon written mutual agreement.
