STATIONARY ANTI-ROTATION SCUM DEFLECTORS FOR SECONDARY CLARIFIERS

The City of Torrington, Connecticut WPCA (hereinafter referred to as City), through the Office of the City’s Purchasing Agent, will accept sealed bids for One (1) Stationary Anti Rotation Scum Deflector for each of the wastewater plant’s three (3) secondary clarifiers for a total of three (3) units in accordance with the specifications and requirements contained in this request. One (1) anti-rotation baffle shall be supplied per 80’ diameter secondary clarifier for three (3) clarifiers.  Location of the supports shall be coordinated with the plant staff due to existing supports already installed on the underside of the bridges. Vendors will be required to supply manufacturer specifications of anti-rotation scum deflectors mentioned with bid. Scum deflectors supplied for this bid shall be new. Used or open boxes will not be accepted.

 

The deadline for bid submittals is October 21, 2022 at 11:00 AM. All Bids submitted to the Purchasing Department, City Hall, 140 Main Street, Room 206, Torrington, CT 06790. One original and two (2) exact copies placed in a sealed envelope and clearly marked “BID #SSD-030-102122 STATIONARY ANTI-ROTATION SCUM DEFLECTORS FOR SECONDARY CLARIFIERS”. Bids received after the time and date will be rejected and returned unopened. In the event of the closure of City Hall, proposals shall be due the next day when City Hall reopens for business, no later than 11:00 AM on that day. All bid submissions and materials become property of the City and will not be returned. No fax or e-mail Bids will be accepted.

 

The Deadline for submitted questions is Wednesday, October 12, 2022 by 4:00 PM.  Technical questions directed to Edward Tousey, edward_tousey@torringtonct.org;  Administrative questions directed to Pennie Zucco, Purchasing Agent, pennie_zucco@torringtonct.org. All information by the City except by written addendum shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any proposer against the city. Vendor responsible to check City website for addendum/updates 48 hours prior to bid opening.

 

It is the sole responsibility of the bidder to see that the bid is in the hands of the proper authority prior to the bid opening time. The City will not be liable for any costs incurred by a contractor in the preparation or submission of a proposal. The information provided herein is not intended to and shall not bind the City of Torrington to any of the statements or assumptions set forth herein. Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington will be disregarded.

 

This Bid shall remain open and shall not be withdraw for a period of ninety (90) days from the date set for its opening.

 

The City of Torrington reserves the right to award or reject any or all bids or any portion thereof; to waive technicalities; to award the contract to a bidder other than the lowest bid, and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals, and that in the city’s judgment, will best serve the public interest.
