Vote to open the meeting to the public, in accordance with Section 4(e) of the City Council & WPCA Meeting Rules of Procedure.

 

Approve Minutes

Vote to accept the Regular Meeting Minutes from August 21, 2023.

 

Board of Ethics Appointments

Vote to appoint James Potter (R) and Alexa Keener (D) as alternate members of the Board of Ethics with a term set to expire on August 31, 2026.

 

EMS Plan Presentation

Local Emergency Medical Services Plan for the City of Torrington, presented by Fire Chief Borden.

 

Ford Explorer – Fire Department

Vote to authorize the Mayor to act on behalf of the City to award, execute, and administer the purchase of the 2023 Ford Explorer XLT, or equivalent to Litchfield Ford of Litchfield, CT in the amount of $44,285, pending Board of Safety approval.  This will be funded from the Vehicle Replacement Account and is further explained in the Purchasing Agent's letter dated August 30, 2023. 

 

Hydraulic Reversible Trip Edge Snowplow

Vote to authorize the Mayor to act on behalf of the City to award, execute, and administer the purchase of three snowplows to Viking Cives of Waterbury, CT in the total amount of $27,558.This will be funded from the Vehicle Replacement Account and is further explained in the Purchasing Agent’s letter dated August 30, 2023.

 

Brush Bandit Wood Chipper

Vote to authorize the Mayor to act on behalf of the City to award, execute, and administer the purchase of the 18XP Brush Wood Chipper to Bobcat of East Hartford, CT in the amount of $89,802.50.  This will be funded from the Vehicle Replacement Account and is further explained in the Purchasing Agent’s letter dated August 30, 2023.

 

National/Regional/State and Local Bids and Contracts

Vote to accept the recommendation of the Public Works Director and Purchasing Agent to utilize the attached National/Regional/State and Local competitive bids for the procurement of goods and services, as further explained in the Public Works Director’s memo dated August 28, 2023.

 

Surface Treatments for Various Roads - Micro Surfacing

Vote to authorize the Mayor to act on behalf of the City to award, execute, and administer the contract agreement and all construction change orders for the Surface Treatments for Various Roads – Micro Surfacing to Sealcoating, Inc. DBA Indus of Braintree, MA.This project will be funded by the Public Works Road and Drainage Fund and is further explained in the City Engineer’s memo dated September 5, 2023.

Vote to authorize the Mayor to act on behalf of the City to award, execute, and administer the contract agreement and all construction change orders for the Surface Treatments for Various Roads – Crack Sealing to Sealcoating, Inc. DBA Indus of Braintree, MA.This project will be funded by the Public Works Road and Drainage Fund, and it is further explained in the City Engineer’s memo dated September 5, 2023.

 

Riverview Parking Lot (Library Parking Lot) Improvements Project

Vote to authorize the Mayor to act on behalf of the City to award, execute, and administer the contract agreement and all construction change orders for the Riverview Parking Lot (Library Parking Lot) Improvement Project to Yield Industries, LLC of Torrington, CT in the amount of $1,284,147.50, allowing $128,400 for contingencies.This project is funded by the Pavement Management Program Bond Fund and the State of Connecticut Department of Transportation Community Connectivity Grant Program and is further explained in the City Engineer’s memo dated September 5, 2023.

 

Building Department Report

Vote to accept the Building Department Report for the month of August 2023.

 

Lien Releases

Vote to release the liens listed in the Corporation Counsel’s memo of September 5, 2023.

 

Tax Collector Refunds

Vote to accept the recommendation of the Tax Collector and authorize the tax refunds indicated on the list dated September 5, 2023.
