CHRISTMAS VILLAGE LOTS - ENVIRONMENTAL SERVICES

The City of Torrington is issuing this Request for Proposal (RFP) to retain a Connecticut Licensed Environmental Professional (LEP) to perform the necessary assessment work and develop a Remedial Action Plan (RAP) that guides the final site plan and reflects the intended use as a paved municipal parking lot. The two parcels are located at Rail Road Avenue: Assessor’s Map/Block/Lot: 118/002/009 (.92 acres) and 160 Church Street: Assessor’s Map/ Block/ Lot: 117/006/007 (.42 acres).

In 2018 the City of Torrington purchased two (2) parcels located at Christmas Village. The City is planning to construct a municipal parking lot on two sites using locally bonded funds. Since these properties are adjacent to the Naugatuck Railroad, there is a concern of possible contamination related to railroad operations.

In 2007, a Phase 1 and Phase 2 subsurface investigation were conducted at 160 Church Street and 136 Water Street (see attached).  These reports primarily focus on the larger parcel, 136 Water Street; however, there is the potential of contamination on 160 Church Street.   To the City’s knowledge, a Phase 1 has not been completed for the Rail Road Avenue parcel.

 

The City’s Engineering Department will be designing the parking lot, but a Connecticut Licensed Environmental Professional (LEP) is needed to perform the necessary assessment work and develop a Remedial Action Plan (RAP) that guides the final site plan and reflects the intended use as a paved municipal parking lot.

 

There will not be a public opening of this RFP

The Respondent’s submittal shall include one (1) original and two (2) exact copies and shall be delivered to the Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 AM, Tuesday, October 12, 2021. Submittals received after this date and time will not be accepted. Sealed envelope(s) should be clearly marked: ”RFP #CVL-039-101221, CHRISTMAS VILLAGE LOTS – ENVIRONMENTAL SERVICES”. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:00 AM on that day. Fax or emailed submissions will not be accepted.

This RFP does not commit the City of Torrington to select any Respondent or enter into any contract agreement. The City of Torrington reserves the right to accept or reject any or all RFP’s; to waive any informalities, and if it is deemed to be in the public’s best interest, to enter directly into negotiations with one or more Respondents based on responses to the RFP, to request additional information from some or all Respondents. The City of Torrington reserves the right or to accept any proposal deemed in the best interests of the City of Torrington. The City will not be liable for any costs incurred  by a firm in the preparation or submission of a proposal.
