The City of Torrington is issuing this Request for Qualifications & Proposals (RFQ/RFP) to retain a consultant or consulting team to conduct the Embracing our Legacy Study, which is funded by a Connecticut Department of Economic and Community Development Brownfield Area Revitalization (BAR) Planning grant.   
 
Embracing our Legacy Study is designed to develop a redevelopment strategy for the project area, boundary further identified in Appendix A ”BAR Program Planning Area Map.”  The intent is to evaluate how these currently underutilized, brownfield sites encourage both private and public investment in a manner that generates new economic growth along both the Route 4 and the Naugatuck River corridors, while protecting environmentally sensitive areas. This plan will incorporate a mix of complementary strategies that will target the City’s long-term development goals, support regional goals, and encourage bicycle and pedestrian access.
 
The City of Torrington is seeking a qualified team that includes a Planner, Engineer, Architect, LEP and Market Analyst and has the capability and capacity to meet the City’s objectives outlined in Section IV of this document.
 
The Respondent’s shall be delivered to the Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 AM,  July 7, 2023.  Submittals received after this date and time will not be accepted. Sealed outside envelope(s) should be clearly marked: ”RFQ/RFP EOL-039-070723, CITY OF TORRINGTON  BAR PLANNING GRANT  –EMBRACING OUR LEGACY STUDY” (with the fee proposal submitted in a separate sealed envelope, clearly marked).
 
The City of Torrington reserves the right to accept or reject any or all proposals; to waive any informalities; to negotiate and award a contract that it determines best meets their needs and best serve the interests of the City of Torrington.
 
There will not be a public opening of this bid
