The City of Torrington Public Works Department is requesting licensed and insured contractors to supply a Unit Price bid, with all equipment and labor necessary to perform Gravel Crushing of city owned material (asphalt, concrete, boulders, gravel etc.).
 
Proposals will be received at the Office of the Purchasing Agent, City Hall, 140 Main Street, Room 206, Torrington, Connecticut 06790 until March 30, 2023 by 11:00 AM. Proposals received later than date and time specified will be rejected and returned unopened. One original and two (2) exact copies shall be placed in a sealed envelope(s) and be clearly marked on the outside of the envelope, including all outer packaging, such as DHL, FedEX, UPS, etc.: “RFP # GCC-032-033023, GRAVEL CRUSHING.” Bids shall be submitted in a clear, concise and legible manner to permit proper evaluation. All prices and notations must be typed or printed in ink. Mistakes may be crossed out and corrections initialed in ink by the person signing the bid. Contractors mailing proposals should allow normal delivery time to ensure timely receipt of their proposals. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:00 AM. on that day. Proposals not clearly identified, run the risk of being opened prior to the scheduled Bid Opening time. Once opened such bids are public record. All proposal submissions and materials become property of the City and will not be returned. No fax or e-mail proposals will be accepted.
 
PRE-BID MEETING
There will be a non-mandatory Pre-Bid meeting on site on Monday, March 20, 2023 at 1:00 PM. Location is 248 Bogue Road, Harwinton, CT 06791.
 
The City will not be liable for any costs incurred in the preparation of the response for this Request for Proposal. Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington will be disregarded.
 
All permits and Insurance Policies are the responsibility of the Contractor and shall be supplied to the City of Torrington prior to commencement of work.
 
It is the sole responsibility of the bidder to see that the bid is in the hands of the proper authority prior to the bid opening time. The City will not be liable for any costs incurred by a contractor in the preparation or submission of a proposal.

This Bid shall remain open and shall not be withdrawn for a period of ninety (90) days from the date set for its opening. The ninety (90) day period may be extended upon written mutual agreement.
 
The City of Torrington reserves the right to award or reject any or all bids or any portion thereof; to waive technicalities; to award the contract to a bidder other than the lowest bid, and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals, and that in the city’s judgment, will best serve the public interest.
