LITCHFIELD HILLS REGIONAL ANIMAL FACILITY

Notice is hereby given that sealed bids for the LITCHFIELD HILLS REGIONAL ANIMAL FACILITY in Harwinton, Connecticut will be received at the City of Torrington Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 until 10:00 AM, July 24, 2019, at which time they will be publicly opened. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 10:00 a.m. on that day. Bids to receive consideration, must be in the hands of the authorized representative, no later than the day and hour mentioned above. Bids received after the specified date and time, as determined by the Purchasing Department’s clock, will be rejected. No fax or e-mail bids will be accepted.

 

Each bid must be submitted on the forms provided, and in a sealed envelope which bears on the outside and clearly identifies the name of the bidder, his address, the name of the project for which the bid is submitted, bid number and bid opening date/time.

 

Drawings and Project Manual:  Copies of the Contract Documents may be obtained directly from The Color Company, 85 Willow Street New Haven, CT (203-624-0440) at the bidders’ expense. No refunds will be provided. Specifications, Bid Packages and Addenda may be viewed at:

A Mandatory pre-bid conference will be held at 10:00 am on Wednesday, July 10, 2019 at the Torrington Animal Control Facility, 248 Bogue Road, Harwinton, CT 06791.

 

Bid Security: Bid security, payable to the City of Torrington, is required in the amount of ten percent (10%) of the base bid proposal, and shall be in the form of a certified check or Bid Bond. Bid Bonds must be AIA Document A310 or comparable legal bond form, issued by a Surety Company licensed in Connecticut.

 

Performance and Labor and Material Payment Bonds: Performance, labor and materials payment bonds are required in an amount equal to one hundred percent (100%) of the accepted bid for the full monetary amount of the Contract, and shall be included in the bid price. AIA Document A311, or comparable legal bond form, shall be used as the form for the bond, except that such bond must be consistent with Supplementary Instruction to Bidders.

 

The City of Torrington, in consultation with The Northwest Hills Council of Governments, reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid  and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment,  will  best serve the public interest.

 

All Bids will be considered valid for a period of ninety (90) days. No bidder may withdraw his bid within ninety (90) days after the date of the bid opening.
