VIDEO SURVEILLANCE SYSTEM AT POLICE DEPARTMENT

The City of Torrington is accepting sealed proposals for the upgrade of the Torrington Police Department Video Surveillance System located at 576 Main Street, Torrington CT 06790 (Site A). A SEPARATE PROPOSAL to supply and install Video Surveillance Camera System at remote location: Traffic Barn - Storage Yard, 81 Winthrop Street, Torrington, CT 06790 (Site B). The work shall consist of furnishing all labor, materials, cabling, conduit, servers, software/licensing, network equipment, programing, system commissioning, As-build drawings, training, permits, inside freight/shipping fees required in accordance with the specifications. The qualified vendor (vendor, Contractor, bidder, proposer) shall also provide all fire stopping required to seal penetrations. Dumpster if necessary, shall be provided by the contractor at contractor’s expense.

 

This Contract will consist of a proposal for the purchase of brand new equipment with full installation.  Product information sheets for ALL materials must be provided with submitted proposals.

 

Proposals will be received at the Office of the Purchasing Agent, City Hall, 140 Main Street, Room 206, Torrington, Connecticut 06790 until February 19, 2020 by 11:00 AM. Proposals received later than date and time specified will be rejected and returned unopened. One (1) original and three (3) exact copies shall be placed in a sealed envelope and clearly marked “RFP SCP-023-021920 SURVEILLANCE CAMERA SYSTEM AT POLICE DEPARTMENT” and must bear the Name and address of the proposer and be signed by a responsible officer or employee of the firm submitting the bid. All permits, Bonds and Insurance Policies are the responsibility of the Contractor and shall be supplied to the City of Torrington prior to commencement of work. Bids shall be submitted in ink in a clear, concise and legible manner to permit proper evaluation. Contractors mailing proposals should allow for normal delivery time to ensure timely receipt of their proposals. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:00 a.m. on that day. Proposals not clearly identified, run the risk of being opened prior to the scheduled Bid Opening time. Once opened such bids are public record. All proposal submissions and materials become property of the City and will not be returned. The City of Torrington shall not be held responsible for lost or misdirected proposals. No faxed or e-mailed Proposals will be accepted.

 

A mandatory pre-bid walk-through of the police department scheduled for Monday, February 3, 2020 at 11:00 AM. NO EXCEPTIONS. Any bidder not present at the walk-through will be deemed ineligible to bid this project.

 

The City will not be liable for any costs incurred by a vendor in the preparation or submission of a proposal. Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington will be disregarded. All RFPs will be considered valid for a period of ninety (90) days. No bidder may withdraw a bid within the ninety days of opening thereof. The ninety-day period may be extended upon written mutual agreement.

 

The City of Torrington reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment will best serve the public interest.
