Roll Call Vote:  Vote to adopt Resolution #143-17-15, entitled “Resolution Of The Board Of Councilmen And Of The Water Pollution Control Authority (“WPCA”) Ratifying The WPCA’s Appropriation Of $20,260,000 For The Planning, Design, Construction and Reconstruction Of The Water Pollution Control Facility And Wastewater Infrastructure Project, And Authorizing The Issuance Of Not Exceeding $20,260,000 Of Revenue Bonds, Notes And Obligations Of The City In The Same Amount To Finance The Appropriation And Pending The Issuance Thereof, The Making Of Temporary Borrowings For Such Purpose”.

Roll Call Vote:  Acting herein as the Water Pollution Control Authority, vote to adopt Resolution #143-17-16 entitled “Resolutions Of The Board Of Councilmen, As The Water Pollution Control Authority, Regarding The Water Pollution Control Facility Project”, authorizing the Mayor, or designee, in the best interests of the City of Torrington, to file applications and enter into agreements with the State of Connecticut Department of Energy and Environmental Protection for the planning, design, construction and reconstruction of the Water Pollution Control Facility and Wastewater Infrastructure Project.

Vote to renew the current contract for WAN services with Frontier Communications of New Haven, CT for a 60-month contract term at $6510 per month to include increased in bandwidth for faster data transmission, redundant Internet connection for Public Safety, and a cost reduction of $1,008.75 per month or $12,105 per year.
