Minutes

1. Vote to approve the minutes of the regular meeting held December 21, 2020.

2. Vote to approve the minutes of the special meeting held January 13, 2020.

 

Appointments

3. Vote to accept the Mayor’s appointment of Joe Pathe as a regular member of the Veteran’s Advisory Committee for a four-year term expiring on October 1, 2024.

4. Vote to repeal the reappointments of Sam Slaiby, Donna Maraia, Jane Vannini and Michael Sartori that were approved on October 19, 2020, having reached the maximum term limit allowed under §22-16 of the Code of Ordinances for the City of Torrington, and approve the Mayor’s appointments of Tylar Young, Marie Soliani, and Lynn Farley as regular members of the Board of Ethics for three-year terms expiring on September 1, 2023.

5. Vote to approve the Mayor’s reappointments of Angaza Mwando, Delois Lindsey, Kathryn Meetz and Antoinette Denise Singleton as regular members of the Cultural Affairs Committee for four-year terms expiring on January 1, 2025.

6. Vote to approve the Mayor’s appointments of Aaron Elliot, Jessica Knudsen and Judy Kobylarz-Dillard as regular members of the Cultural Affairs Committee to fill the remainder of four-year terms expiring on January 1, 2023.

7. Vote to reappoint George Noujaim as a regular member of the Board of Assessment Appeals for a three-year term expiring on December 6, 2023.

WPCA Invoices

9. Vote by the City Council, herein acting as the Water Pollution Control Authority, to approve the attached payments from Fund #490 Sanitary Sewer Capital Improvement.

 

Drakeville VFD Tanker Tire Replacements

10. Vote to accept the recommendation of the Board of Public Safety and approve the reallocation of funds in the amount of $4,174.26 from Contingency for the replacement of eight tires on the Drakeville Volunteer Fire Department’s tanker fire apparatus, in accordance with National Fire Protection Association safety standards for emergency response vehicles; pending Board of Finance authorization.

 

TTC Credit & Service Agreement Modification

11. Vote to adopt Resolution #143-208, authorizing a modification of Paragraph 3 of the Tax Collector Service Agreement to allow the Tax Collector to fulfill its obligation of final settlement of the second installment of the total taxes and sewer use fees due on the rate books for the 10/1/2019 Grand List on or before the first Monday in July, 2021 instead of the first Monday in May, 2021 and further authorizing a credit to TTC in an amount not to exceed $40,000 as compensation for its loss of interest attributable to the Deferment Program required by the Governor’s Executive Order 9R which amount shall be used to reduce the balance due by TTC to the City when it pays over the second installment of the total taxes and sewer fees on the October 1, 2019 Grand List.

 

Building Department’s Reports

12. Vote to accept the Building Department’s reports for October, November and December, 2020.

 

Release of Liens

13. Vote to accept Corporation Counsel’s recommendation and authorize the Mayor, pursuant to C.G.S. §12-179, to release the liens described in Atty. Muschell’s memo dated January 19, 2021.

 

Tax Collector Refunds

14. Vote to accept the recommendation of the Tax Collector and authorize the tax refunds indicated on the list dated January 19, 2021.

15. Vote by the City Council, herein acting as the WPCA, to accept the recommendation of the Tax Collector and authorize the sewer usage refunds indicated on the list dated January 19, 2021.
