Hourly range = $32.1238 - $35.5720

Reports To: WPCA Administrator and Senior Plant Operator or their designee

Public Works Bargaining Unit / Labor Grade IX                                                                                                                                                          

JOB PURPOSE: Responsible for the analysis of all chemical, physical and bacteriological testing requirements to ensure the most efficient operation of the Water Pollution Control Facility. Prepares Federal, State and Local monitoring reports including but not limited to DMR, MOR, NAR, ATMR. Performs routine analysis of samples collected from industrial dischargers. Schedules and oversees the sample collection program. Maintains proper and accurate records of all laboratory functions. Maintains inventories of supplies and chemicals necessary for laboratory operations. Responsible for process changes to ensure that the facility is operated in accordance with State and Federal mandates. Ensures that Safety is practiced in the Laboratory at all times. Implements and maintains an effective QA/QC Program including EPA-DMRQA program. May perform duties of a lower classification.

EXAMPLES OF ESSENTIAL FUNCTIONS: Initiates process changes to ensure effective and efficient treatment capability including but not limited setting pumping rates, DO levels, sludge rates, flow control, nutrient removal. Performs sample collection. Makes operation checks to ensure sampler and monitoring equipment are operating correctly, programs samplers and monitoring equipment. Performs analysis of process control and permit required parameters such as but not limited to BOD, TSS, MLSS, NH3, NO2, NO3, Ortho-P, TP, E Coli, pH, temperature and settleability. Performs microscopic examination of wastewater. Calibrates field and lab equipment as necessary. Maintains laboratory data into the plant database. Performs other work as assigned or as needed to ensure the most efficient operation of the Water Pollution Control Facility.

KNOWLEDGE, SKILLS, & ABILITIES:   Thorough knowledge and understanding of methods and practices associated with the operation of an Advanced Wastewater Treatment Facility. Thorough knowledge and understanding of methods and practices associated with the laboratory analysis of wastewater. Ability to evaluate and diagnose operational scenarios and provide effective responses. Ability to read and interpret meters, charts, graphs and operational trends. Ability to understand and follow complex oral and written instructions. Ability to utilize computer skills to plot performance trends and record daily data.

EDUCATION, EXPERIENCE AND TRAINING: Two years of college with an A.S. degree in Chemistry, Biology, Environmental Science or related field or in lieu thereof an equivalent combination of education, experience, and training. A minimum of five (5) years experience in the operation of a Class 3 or 4 Water Pollution Control Facility two (2) of which must have been in a laboratory. State of Connecticut Department of Environmental Protection Class III Wastewater Operator’s License and a State of Connecticut Laboratory Technician Certificate.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, handle small items with fingers, reach with hands and arms, talk and hear, ability to define colors. The employee is required to climb or balance, stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 80 pounds.

While performing the duties of this job, the employee may be exposed to fumes or airborne particles and caustic chemicals. The employee is exposed to moving mechanical parts, outside weather conditions and vibration. The noise level in the work environment is usually moderate.
