City of Torrington (Owner) is requesting Bids for the construction of the following Project:
 
Brightwood Avenue Sewer Replacement
 
The Project includes the following Work:
New gravity sewer on Brightwood Avenue from Alice Street past Winthrop Street and the re-connection to existing manholes and sewer lines, and replacement of sanitary lateral connections.
 
Sealed bids for the construction of the Project will be received at the office of the Purchasing Agent located at Room 206, City Hall, 140 Main Street, Torrington, CT, until March 19, 2024 at 11:00 AM local time.  Submit and original and (1) exact copy.  Bids received later than the date and time specified will not be accepted. In the event of the closure of City Hall, proposals will be opened on the following business day that City Hall is opened. Amendments to or withdrawal of any section of the submitted bid received later than the time & date set for the bid opening will not be considered.  Bid proposals must remain in effect for a minimum of 30 days unless otherwise noted elsewhere in the bid specifications.
Bids will not be publicly opened and read. The City of Torrington reserves the right to accept or reject any or all bids or any portion thereof, to waive technicalities, and to award the contract as will best serve the public interest.
 
The Purchasing Agent is authorized to offer City based bidders that exceed the lowest bid by up to 6%, the opportunity to match the lowest bid. A City based bidder within the 6% differential who agrees to accept the amount of the lowest bid will be awarded the bid. When multiple City based bidders agree to accept the amount of the low bid then the City based bidders will be invited to submit a new bid, not to exceed the low bid. The bid will then be awarded to the lowest responsive, responsible bidder.

Bidding Documents may be downloaded from the designated website at a cost of $60 per download.
 
To be considered a responsive Bidder, the Bidder shall have obtained at least one set of Bidding Documents from the Issuing Office using the name that is to appear on the Bid Form. The designated website will be updated periodically with addenda, lists of plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. It is the Bidder’s responsibility to check the designated website for addenda.
 
A pre-bid conference for the Project will be held on Wednesday March 6, 2024 at 10:00 am at WPCA Facility, Administration Building, 252 Bogue Road, Harwinton, CT 06791. Attendance at the pre-bid conference is encouraged but not required.
