WATER POLLUTION CONTROL FACILITY COMPREHENSIVE UPGRADE PROJECT RE-BID
The Project consists of upgrading the Torrington Water Pollution Control Facility in Harwinton, Connecticut, including the construction of Ballasted Flocculation System for phosphorus removal, new structures and buildings, renovation of existing structures and buildings, providing site piping, process equipment, instrumentation, mechanical, plumbing, electrical systems, completing site work improvements, and the demolition of existing equipment, structures and systems.
The Issuing Office for the Bidding Documents is the Wright-Pierce Online Plan Room (www.wright-pierce.com/projects.aspx). Prospective Bidders may examine the Bidding Documents at the following locations:

Bidding Documents may be obtained in PDF format on-line at www.wright-pierce.com/projects.aspx. Interested parties will be furnished one PDF download set of Bidding Documents at a cost of $50 per download.
A pre-bid conference will be held at 10:00 am on Wednesday May 30, 2018 at the Torrington WPCF Site, 252 Lower Bogue Road, Harwinton, CT. Attendance is not mandatory but participation is encouraged. The successful bidder is required to comply with the provisions of the Civil Rights Act of 1964, the Equal Employment Opportunity Act of 1972, Executive Orders 3, 17, 11246, 11375, 11478 and, if applicable, the Connecticut Fair Employment Practice Law. Any contract or contracts awarded under this Invitation to Bid will be funded in part by a loan / grant from the State of Connecticut Department of Energy and Environmental Protection (CT DEEP). Neither the State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this invitation or any resulting contract. This procurement is subject to the requirements contained in Section 22a-482-4, (h), (j) and (o) of the Regulations of Connecticut State Agencies. This project includes American Iron and Steel Requirements. In addition to compliance with Connecticut Wage Rates, the Davis-Bacon Act applies to this contract.
The successful bidder upon award of bid will need to provide a 100% Performance Bond and a 100% Labor and Materials Bond within 15 calendar days after the Notice of Award and begin execution of this contract within 10 calendar days following the Notice to Proceed. No bidder may withdraw his bid within ninety (90) days from the actual date of bid opening. If for some reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the City of Torrington and the designated qualified low bidder. Bids submitted by facsimile or e-mail will not be accepted.
The City reserves the right to reject any or all bids, in whole or in part, to award any item, group of items or the total bid, and to waive any or all informalities or technical defects, if it is deemed by the City to be in its best interest to do so.
