The Department of Motor Vehicles now offers many online solutions to taxpayers including registering your vehicle, canceling license plates and reprinting forms. Please visit www.ct.gov/dmv for a complete list of online services.
*******If you are paying your Motor Vehicle taxes late and you need a release for the Department of Motor Vehicles to register ANY vehicle in your name immediately, payment must be made in CASH. No checks of any kind will be accepted for an immediate release. If you want to pay with a check, you will have to wait ten (10) business days for a release. Payment with a credit/debit card or an EFT (electronic funds transfer) payment from our credit card company Point and Pay will require three (3) business days for a release. There are fees associated with the service.

The Tax Collector's Office is responsible for collection of payments for Real Estate taxes, Sewer Usage Fees, Personal Property taxes and Motor Vehicle taxes. The Tax Office takes great pride in the efficiency with which tax matters are handled. The office is responsible for thorough accounting of all records and funds administered. A courteous attitude is mandatory while upholding high standards of ethical conduct and operating in accordance with all applicable federal, state and local laws.
The City of Torrington's October 1, 2014 Grand List mill rate is 45.75 mills. This means that for every $1,000 of assessment you pay $45.75. Example: If your motor vehicle is assessed at $1,500 your taxes would be $68.63.
The WPCA has set the sewer usage fee for the fiscal year 2015-2016 as $212 per unit for Residential properties and $212 per 65,000 gallons for Commercial/Industrial properties.
This is a reminder that Town Tax Bills will be due July 1, 2015 for the first installment of Real Estate, Sewer Usage and Personal Property taxes and the entire amount for Motor Vehicle taxes. The second installment of Real Estate, Sewer Usage and Personal Property taxes and the entire amount for Supplemental Motor Vehicle taxes will be due January 1, 2016.
Annual bills are usually mailed the last week of June, for a July 1st due date and for the Supplemental Motor Vehicle taxes they are mailed in the middle to the end of December for a January 1st due date. Please note that there is not a second billing for the second installment due on Real Estate, Sewer Usage and Personal Property taxes.
Tax payments for Real Estate, Sewer Usage, Motor Vehicles that were registered on or before OCTOBER 1, 2014 and Personal Property will be due in the July 2015 billing. Tax payments for Supplemental Motor Vehicles that were registered after October 1, 2014 but before August 1, 2015 will be due in the January 2016 billing.
**By state law, failure to receive a tax bill does not exempt you from paying taxes.

If paying by mail during the collection month of July &/or January please send our portion of the bill with a check payable to Torrington Tax Collector, LLC, PO Box 150508, Hartford, CT 06115-0508. Any other time of the year, please mail your payment to 140 Main Street, Room 134, Torrington, CT 06790.
Tax payments may also be made in person at the Tax Office at 140 Main Street, Torrington, CT 06790 during office hours only.

Per State Statute 12-129, taxpayers must apply for a refund (**which by law is a true overpayment of the amount due in the rate book) within three years of the due date of the tax bill. A few exceptions apply. A copy of this application form can be viewed under the Additional Links section above. Download this form and fill it out. Grand List years 2013 and prior AND Grand List year 2014 for Sewer Usage only require a copy of the form of payment that was used to cause this refund, either a cash receipt, copy of the cancelled check (front and back) and/or credit card receipt. The 2014 Grand List year for all other types of bills may also require this information as well at any time. For further questions, please contact the Tax office at 860.489.2209. Thank you.
Motor Vehicles that were registered on October 1, 2014 at the Department of Motor Vehicles will be due in full in July 2015.
Motor Vehicles registered between October 2, 2014 and July 31, 2015 will be due and payable January 2016. Those supplemental bills will be mailed out in December of 2015.
If you need to change your mailing address and/or tax town at the DMV, please go to the following link: DMV Address Change Form. You can then mail the completed form to DMV at 60 State Street, Wethersfield, CT 06161-5070. We cannot change your address here in the tax office. Please remember that if you fail to do this not only will you not receive future tax bills, but your registration renewal will not be forwarded by the Post Office. Real Estate & Sewer Usage
The only bill you will receive for Real Estate taxes & Sewer Usage fees is the bill mailed at the end of June 2015. If the bill is $100.00 or less for Real estate only it is due and payable in full in July 2015. If the Real Estate bill is over $100.00 it can be paid in two equal installments, half due July 2015 and the other half due January 2016. *****Please note that no separate mailing will be sent for the January installment.
Per State Statute 16-262c and because sewer usage is considered a utility, sewer details are not public information, unless the account is delinquent, under the direction of the Freedom of Information. The tax office has made it possible through their software company to allow the owner of a particular parcel to look up and pay their sewer bill online via this website. You were supplied with a unique ID number on your bill consisting of 12 digits that you will need to look up your account and pay it online. If you do not have this number, please call the office for further instructions at 860.489.2209 x6. Thank you.
Real Estate Sold or Transferred
Real Estate taxes and Sewer Usage fees appear in the name of the owner on the October 1, 2014 Grand List. The new owner’s name(s) will appear on the new grand list’s billing. If property has been sold or transferred, please forward bill to the new owner or to the tax collector.
The only bill you will receive for Personal Property taxes is the bill mailed at the end of June 2015. If the bill is $100.00 or less it is due and payable in full in July 2015. Payments by Mail or Payments in Person
If a receipt is desired and you are mailing in a payment, please send a self-addressed, stamped envelope and mail the entire bill. If paying by mail during the collection month from December 15th, 2015 through February 5th, 2016 only please send it to Torrington Tax Collector, LLC, PO Box 150508, Hartford, CT 06115-0508.
