Internet Tax & Sewer Payments:
Torrington taxpayers may pay their Real Estate taxes, Sewer Usage fees **(PLEASE READ BELOW under SEWER USAGE Online Look-up for important information), Personal Property taxes, Motor Vehicle taxes or Supplemental Motor Vehicle taxes online with a company we have partnered with, MuniciPAY. There are convenience fees associated with this online payment option. Please see below for more detailed information.
If taxes are delinquent, please contact the Tax Office during office hours for the current amount due prior to making your payment. As an added note, the Tax Office does have all delinquent taxes that are due online. Please remember that if your account has been sent for further collections more fees may be added.

**If you are paying your Motor Vehicle taxes late and you need a release for the Department of Motor Vehicles to register ANY vehicle in your name immediately, payment must be made in CASH in our office or with our ONLINE PAYMENT portal using a credit/debit card only. There are fees associated with the online payment service we offer. See this link for more information. DMV's new online services no longer allow us to issue paper releases. See the following link for further information. To pay online, follow this link. Once there, go to the bottom of that page and follow the link entitled Pay Bills Online. No checks of any kind will be accepted for an immediate release. If you want to pay with any kind of check, even an E-Check within our online payment portal, you will have to wait ten (10) business days for a release or prove to us that your check has cleared your bank by supplying us with a copy of the front and back of your canceled check. ***Please note, the online payments made through our partnership with MuniciPAY will be released at the DMV and updated on our website within three business days. Please note all returned/bounced payments will incur a $20 fee; including online payments.
Payment convenience fees: Online payments can be made using your credit card (Discover, Visa, MasterCard or American Express) or debit cards. MuniciPAY charges a 2.65% convenience fee with a $1.50 minimum charge for payment processing of taxes and sewer usage fees. Online payments can also be made using your checking or savings account, EFT Check payment. You will need your routing and account number to use this service. To avoid delays and additioinal fees if your payment is returned, please double check the account information as you enter it. There is a convenience fee of $0.95. - SEWER USAGE Online Look-up and Payments via the Internet: Per State Statute 16-262c and because sewer usage is considered a utility in the law, sewer details are not public information, unless the account is delinquent, under the direction of the Freedom of Information. The tax office has made it possible through their software company to allow the owner of a particular parcel to look up and pay their sewer bill online via this website. You were supplied with a unique ID number on your bill consisting of 12-digits that you will need to look up your account and pay it online. **When looking up this information, you will need to enter in the 12-digit unique ID # with the dash included. Ex. 0000000-00000. If you do not have this number, please call the office for further instructions at (860) 489-2209 x6. Please click on the icon below to make an online payment or view your sewer usage bill(s). Thank you.
Payments by Mail or Payments in Person: If a receipt is desired and you are mailing in a payment, please send a self-addressed, stamped envelope and mail in the entire bill. If paying by mail during the collection month (generally July and/or January) from please send it to Torrington Tax Collector, LLC, PO Box 150508, Hartford, CT 06115-0508. Any other time of the year, please mail your payment to 140 Main Street, Room 134, Torrington, CT 06790. If no receipt is desired just send the correct part for the installment you are trying to pay.
If you are paying in person, please bring your entire bill. Our office policy is that everyone that walks in our door, walks out with a receipt. A copy fee of 50 cents will be charged for anyone not bringing in their bill.
- CASH PAYMENTS: Neither the tax collector nor employee of the Tax Collector’s office shall be required to accept coins totaling more than ten dollars ($10.00) for payment of any amounts owed to the city for taxes, sewer usage fees or other debts of any kind. In addition, no more than forty-nine cents ($0.49) in pennies, one dollar ninety-five cents ($1.95) in nickels, four dollars ninety cents ($4.90) in dimes or nine dollars seventy-five cents ($9.75) in quarters will be accepted within any payment. In addition, any employee handling a cash transaction may refuse to accept it if the quantity of cash being tendered is deemed by the employee to be too voluminous or disruptive for their office to handle in the normal course of business. It shall be a violation for a taxpayer to depart before a cash transaction has been verified and a receipt issued for payment.
One check is fine for all payments combined. Please note, we WILL NOT ACCEPT checks co-payable both to you AND to the Tax Collector, payable to you alone and then signed over to us, or third party checks to be cashed and used for payment.
