Minutes

1. Vote to approve the minutes of the regular meeting held August 3, 2020.

Explanatory Text for Referendum

2. Vote to approve the explanatory text for the referendum to be held on November 3, 2020, previously tabled on August 3, 2020.   

WPCA - Sanitary Sewer Capital Improvement

3. Acting herein as the Water Pollution Control Authority, vote to approve a payment from Fund #490 of $4380 to Wright Pierce for NASSCO staff trainings. 

WPCA – Putter Lane Sanitary Sewer Extension

4. Acting herein as the Water Pollution Control Authority, vote to refer to the Planning and Zoning Commission for a Section 8-24 review of the proposed “Putter Lane Sanitary Sewer Extension”. 

Purchase Vehicle for Engineering Dept.

5. Vote to accept the recommendation of the Fleet Manager and Purchasing Agent to purchase a 2021 Chevy Colorado from NW Hills Automotive of Torrington, CT for $24,970.80, to be funded from the Vehicle Replacement Account, not to exceed $30,000. 

Finance Dept. – Coe Park Budget, Budget Modifications, Reports

6. Vote to accept the Coe Memorial Park Budgets approved by the Parks & Recreation Commission on March 4, 2020.

7. Vote to approve the Comptroller’s request for budget modifications for FY 2020/2021 described in her memo dated August 11, 2020.

8. Discussion: 2019/2020 Bonded Projects Reports 

100 Franklin St. – Brownfield Remediation

9. Vote to accept the recommendation of the remedial contractor, GZA, to award bid #FBR-039-072020, Franklin Street Brownfield Remediation, to Red Technologies of Bloomfield, CT in the amount of $268,742 funded from DECD Grant Funds Project #2014143006 

Release of Liens

10. Vote to accept Corporation Counsel’s recommendation and authorize the Mayor, pursuant to C.G.S. §12-179, to release the liens described in Atty. Muschell’s memo dated August 17, 2020. 

Tax Collector Refunds

11. Vote to accept the recommendation of the Tax Collector and authorize the tax refunds indicated on the list dated August 17, 2020. 

12. Herein acting as the WPCA, vote to accept the recommendation of the Tax Collector and authorize the sewer usage refunds indicated o the list dated August 17, 2020.
