AGENDA

1. Roll-Call Vote: by the City Council herein acting as the Water Pollution Control Authority to approve the Putter Lane Sanitary Sewer Extension project and authorize the sewer extension to become part of the City of Torrington Public Sewer System beginning at 3828 Torringford Street and running approximately 95 feet to the sanitary sewer manhole at the beginning of Putter Lane.

2. Vote to approve the minutes of the public hearing held September 21, 2020.

3. Vote to approve the minutes of the regular meeting held September 21, 2020.

 

Small Cities subcommittee:

4a. Vote to consider business by the Small Cities subcommittee.

4b. Vote to accept the recommendation of the Small Cities subcommittee and approve Small Cities Project #TO18–038 for various home improvements at 33 Norfolk Road in an amount up to $17,961

 

Ordinance Subcommittee:

5a. Vote to consider business by the Ordinance subcommittee.

5b. Discussion and possible vote regarding an amendment to §75-3 of the Code of Ordinances of the City of Torrington to allow alcoholic beverages on a limited basis at Franklin Plaza.

6. Presentation of the Public Works Department’s Winter Operations Plan.

 

Debris Grinding Services

7. Vote to accept the recommendation of the Public Works Superintendent Bill Mayers to waive the City’s bid process and award the contract for Tropical Storm Isaias debris grinding to NORTHEASTERN CLEARING INC for a total amount of $15,855 (State bid # 14PSX0006AE) and authorize the Mayor to act on behalf of the City regarding the execution of the contract and its administration.

8. Vote by the City Council herein acting as the Water Pollution Control Authority to approve the following payments from Fund #490 Sanitary Sewer Capital Improvement:

Release of Liens

9. Vote to accept Corporation Counsel’s recommendation and authorize the Mayor, pursuant to C.G.S. §12-179, to release the liens described in Atty. Muschell’s memo dated October 5, 2020.

 

Tax Collector Refunds

10. Vote to accept the recommendation of the Tax Collector and authorize the tax refunds indicated on the list dated October 5, 2020.

11. Vote by the City Council herein acting as the WPCA to accept the recommendation of the Tax Collector and authorize the sewer usage refunds indicated on the list dated October 5, 2020.
