JOB PURPOSE:

Park Ranger serves as a positive presence, as a deterrence of misbehavior in the City’s parks and recreation facilities and assures that the safety and well-being of park and recreation facility users is adhered to.

GENERAL DESCRIPTION:

Under the general supervision of the Recreation Director, or his/her designee, incumbent maintains positive public relations with Torrington citizens and visitors, answering questions, directing traffic, explaining ordinances and regulations affecting behavior within the City parks, open space, and recreation facilities, and other duties as assigned.  Always represents the City of Torrington in a professional and courteous manner; observes and respects the dignity of all people.

EXAMPLES OF ESSENTIAL DUTIES:

  • Maintains positive public relations with citizens and visitors.  Answers questions about the City park system; provides directions to area attractions and services; and provides referrals about obtaining permits.
  • Ensures a pleasant and safe park environment for all park guests.
  • Patrols city parks and other town owned land, monitoring for and reporting to Police Department, violations of Town ordinances, safety hazards, suspicious persons or activity. Provides written witness statements.
  • Participates in setup/cleanup for recreational events.
  • Assists with operations at Christmas Village.
  • Fills in as an Attendant as needed including but not limited to the Armory, Coe Memorial Park, and Franklin Plaza.
  • Other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS, KNOWLEDGE, SKILLS & ABILITIES:

  • Good verbal communication and interpersonal skills, including the ability to relate to persons of diverse backgrounds.
  • Ability to write basic witness statements or memos.
  • Knowledge of or ability to learn local parking regulations and ordinances.
  • Knowledge of or ability to learn citizen rights.
  • Must present proper authorization to work in the United States (I-9).
  • Ability to recognize ordinance violations, and public safety concerns.
  • Ability to understand verbal and written instructions and implement accurately.
  • Ability to perform basic first aid.
  • Ability to follow and observe safe work practices.
  • Ability to observe traffic laws, rules, and regulations.

EDUCATION, EXPERIENCE AND TRAINING:

  • High school diploma or equivalent
  • Customer service experience preferred.
  • Possess and maintain valid State of Connecticut Driver’s License.
  • Must possess or obtain First Aid certification within three (3) months of hire and maintain the same.

PHYSICAL/MENTAL DEMANDS:

  • Knowledge of or ability to learn local geography, local ordinances and recognize violations of including but not limited to local ordinances and various rules and regulations.
  • Walk/stand for an extended period of time, in order to patrol on foot and conduct traffic direction activities, ability to traverse difficult, rocky, steep or swampy terrain.
  • Reach and bend; and push/pull/lift objects up to 25 pounds.
  • Hear normal sounds and communicate through human speech as in radio communications and in-person dialogue.
  • Able to see objects far away, as in driving, observing; and see closely, as in referencing a map.
  • Ability to operate a motor vehicle.

WORK ENVIRONMENT:

The work environment involves risks associated with traffic control, requiring a range of safety precautions and situational awareness. Exposure to outdoor weather conditions.
