1. Police Firearms Purchase – SSH-023-062022                                                           

Vote to authorize the Mayor to award, execute, and administer the contract for the purchase/trade-in of the Sig Sauer Handguns and supplies to Atlantic Tactical, Inc., of New Cumberland, PA for $12,750, funded from the GL Uniform Allowance Account, as further explained in the Purchasing Agent’s letter dated July 13, 2022.  Pending approval by the Board of Public Safety on July 18, 2022.      

                                                                      

2. Terryville Chevrolet, LLC, on RFQ HT5622                                                          

Vote by City Council herein acting as the Water Pollution Control Authority to accept the recommendation of the WPCA Administrator to accept the Bid from Terryville Chevrolet LLC, of Terryville CT to purchase a 2022 Chevrolet 1500 Silverado for $49,745, which will be funded from Fun #31 WPCA Capital Reserve.

 

3. Memorandum of Understanding – Town of Harwinton                                    

Vote to authorize the Mayor to enter into a cost-sharing MOU with the Town of Harwinton concerting the Bogue Road Bridge over the Naugatuck River, as further explained in the City Engineer’s memo dated July 18, 2022.

 

4. The Rehabilitation of Bogue Road Over the Naugatuck River CTDOT Bridge NO. 05059 Bid #027-150622

Vote to authorize the Mayor to act on behalf of the City to award and execute a contract agreement, and all construction change orders, to O&G Industries, Inc. of Torrington for $2,377,351, and allow for expenditures of up to $237,735, for the Rehabilitation of Bogue Road Over the Naugatuck River.  This project is funded by the City of Torrington Pavement Management Program Bond Fund (85.26%) and the Town of Harwinton (14.74%), as further explained in the City Engineer’s memo dated July 18, 2022.

 

5. Small Salt Shed Cover Replacement - #SSR-031-070622

Vote to authorize the Mayor to act on behalf of the City and to award and execute the contract for the replacement of the small salt shed cover at the Public Works Department to Iron Horse Structures of North Eastham, MA for $43,470, which will be funded from the Capital Reserve-Public Works-Roof.

 

6. Extension of Tree Trimming and Removal Service for City Departments – RFP #TTR-031-063021

Vote to authorize the Mayor to extend the Tree Trimming and Removal Services contract to Asplundh Tree Expert Company, Willow Grove, PA (branch location East Windsor, CT) for fiscal year 22/23.  Further explained in the Purchasing Agent’s letter dated July 7, 2022.


7. Resolution #143-232 Fire Alarm / Sprinklers

Vote to adopt Resolution #­­­­­­­143-232 supporting the Torrington Housing Authority’s application for DECD funding through the Community Investment Fund 2030 Grant in the amount of $255,600, for rehabilitation of the Torrington Towers Sprinkler and Fire Alarm System. Click here for revised Resolution.

 

8. THS/TMS Memorandum of Understanding – Parking Lot

Vote to approve and authorize the Mayor to execute the MOU between the City of Torrington and the Board of Education for long-term use of the property located at 277 Winthrop Street (Elise Besse Park Parking Lot), pending The Building Committee and Board of Education’s approval on July 14, 2022.

 

9. THS/TMS O&G Guaranteed Maximum Price

Vote to approve O&G’s Guaranteed Maximum Price amendment for Phase 1 – Site Enabling Construction, pending approval from The Building Committee and the Board of Education on July 14, 2022.

 

10. State/Regional/National Bids and Contracts

Vote to accept the recommendation of the Public Works Director and Purchasing Agent to waive the bid process and accept the State, Regional, and National Bids for City projects and materials for the contracts listed in the Public Works Director’s memo dated July 14, 2022.

 

11. Replacement Submersible Pump - Bid #SPR-030-071122

Vote by City Council herein acting as the Water Pollution Control Authority to accept the recommendation of the WPCA Administrator to accept the Bid from GA Fleet Associates Inc., of Rye Brook, NY, to purchase a replacement submersible pump for the New Harwinton Avenue pump station for $56,820, funding will be from Fund 31 - WPCA Capital Reserve. 

 

12. Sewer Use Lien Release

Vote to release the sewer use liens in Corporation Counsel’s revised memo of July 18, 2022.

 

13. Adopt Resolution #143-233 – Nat. Haz. Mitigation Plan

Vote to adopt Resolution #143-233 which adopts the Northwest Hills Council of Governments Hazard Mitigation Plan Update 2022 – 2027 as the City of Torrington’s official plan.
